It is with deep sorrow that we announce the passing of Samantha Donna DuBroy-Welbourne, who peacefully left us on March 21st, 2025, at home, surrounded by family.
Sam was born on July 22nd, 1997, in Ottawa, Ontario, and immediately stole our hearts with her bright and beautiful blue eyes.
She graduated from CCSG High School in 2015 and then entered the workforce. After a few different jobs, she finally found her passion in 2024 while working for OCAPDD (Ottawa-Carleton Association for Persons with Developmental Disabilities). Unfortunately, her journey with Leukemia had other plans, and she was unable to return to work as she stopped responding to treatments.
Sam loved her family and friends; everyone was equally important to her. She is survived by her moms: Lisa DuBroy and Beverley Foley; her father: Kevin Welbourne; her grandparents: William DuBroy, Linda Warren, and Dave Foley; her siblings: Marissa DuBroy, Ruth Stead, Eve Welbourne, Vincent Welbourne, Liv and Kat Roughton Welbourne; many aunts and uncles, great aunts and uncles, cousins, second cousins and more cousins; nieces and nephews; so many great friends; and honorary family. Sam is preceded in death by her sister: Cassandra Tremblay-Welbourne, her grandparents: Suzanne Gougeon, Ferne Foley, and Robert (Bob) Welbourne; as well as other beloved relatives.
Sam inspired many with her bright smile, positivity, and sheer determination to make the most of everything. Never taking anything for granted, she fluttered through life, offering kindness and generosity to everyone. She appreciated and cared for everyone who took the time to get to know her, even just a little. Showing kindness was her gift, and it was pure and honest. To know her really was to love her.
Family and friends have already gathered to celebrate her life during a living wake. Sam loved that party, she felt honoured and was grateful to have a chance to say goodbye. Seeing everyone meant so much and made her feel so special; a special thank you to all those that were able to attend. There will be a very small, private service that will take place at the time of interment at a later date.

Sam’s gentle spirit, beautiful smile and positive attitude will be greatly missed here at the center. We are grateful for the time we spent with her and wish we had more.

I am heartbroken by her passing. She took our Roads program at OCAPDD and brought such positive energy on a daily basis.
I have happy memories of her time here and yes, she will be missed.

Sam was a beautiful, strong and vibrant daughter who has been taken away from us much too soon. But the memory of Sam and her fight will live on in us forever. We were so proud of her and know that she is in peace. Goodbye, my sweet girl – I know you are up in heaven now, waving down to us with cheeky grin on your face. “Sparkle” my beautiful girl !
